O R D E R :
                             The Commissioner & Director of School Education, Hyderabad has submitted in the
reference 7th read above that there is a need to rationalize services of surplus teachers in non-viable private aided schools and also viable private aided schools due to the fact that with reference to the prevailing norms certain private aided schools are having excess strength of students with less staff and certain other schools are having meagre strength of pupils with more teachers.
                             2. Government, in this regard, have taken into account the following conclusive observations of the Division Bench of Hon’ble High Court of Andhra Pradesh in Writ Appeal No. 1578 of 2005 & batch and W.P.No.21793 of 2005 & batch, dt:29.12.2006, made while dealing with the provisions relating to rationalization in G.O.Ms.No.103, Education (Ser.V) Department dated: 05.08.2005

(i) However, we feel that it will be more prudent for the Government to examine the entire issue (here Rationalization) objectively and take corrective measures if it is found that the norms are contrary to the
provisions contained in Rule 10 (12) or 10 (17) of the 1993 Rules (i.e. G.O.Ms.No.1, Edn. (PS.2) Department, dt:01-01-1994) applicable to private aided and un-aided schools.
(ii) However, it is made clear that this order shall not prevent the competent authorities from undertaking fresh exercise for rationalization, which may lead to declaration of certain teachers’ surplus and for absorption of such surplus teachers

Children Education Fee Reiumbrsement

1.Sancation oders should be supported by School fee receipts in original
2. The School should be recognized by Government of A.P. irrespective of whether grant-in-aid is                     received or not. Or recognized by CBSE, NEW DELHI.
3. If one of the parents is a Gazetted Officer and the other is a Non- Gazetted Officer (NGO), Concession       is not admissible.
4. Certificate stating whether Spouse is employee in State, Central, Quasi Government, etc. where                     similar concessions are available and have not been availed is to be furnished by the Government servant       and attested by the DDO.
5. If the Government servant is under suspension, concession is admissible pending result of the enquiry.
6. The Concession is claimed up to the month is which the NGO is ousted for want of vacancy                          /dismissed/ retired from service and not till the end of the school year.
7. The claim is restricted to Rs.1000/- per child per annum in respect of students studying from 1                        to Intermediate and the scheme shall be limited to 2 children of Non- Gazetted Officers.
8. The claim is restricted to Rs.65/- per annum per child in respect of students studying Degree. It is                  further restricted to 2 children for each Government servant ( G.O.Ms.No. 1,Education, (Y) Department 
    dt.2-1-1982)
9. Bills shall be drawn on pay bill form i.e. APTC Form-47
10. The concession is applicable to all NON – GAZETTED/ CLASS IV EMPLOYEES drawing                       salaries under 010 HEAD

Keeping in view the raise in the quantum of minimum pay, the Commission recommends a fitment of 29% on Basic Pay. The Commission further recommends that the fitment in the revised scale may be made in the following manner:

(1) D.A. admissible as on 01/07/2013 i.e., 63.344% may be added to the Basic pay.
(2) 29% of the basic pay may be added to the total of Basic pay + D.A. arrived at (1) above;
(3) The pay of the employees should be fixed in the relevant revised scale at the stage next above the amount arrived at as at (2) above;
(4) If an employee’s pay when fixed as above falls short of the minimum in the revised pay scale, it shall be  fixed at the minimum of the scale;
(5) If the amount so fixed exceeds the maximum, the excess shall be treated as personal pay and it should    be absorbed in future pay increases or in the stagnation increments sanctioned.

                           Prior to the issue of orders first read above, pension of a retiring Government Servant was determined on the basis of average emoluments drawn by him under Rule 45(2)(b) of A.P. Revised Pension Rules, 1980. As per Rule 32 of the A.P. Revised Pension Rules ‘Average Emoluments are determined with reference to the emoluments drawn by a Government Servant during the last 10 months of his service.
                         2. In the G.O. first read above, orders were issued dispensing with procedure of
calculating the pension based on the average emoluments drawn during the last 10 months of service with a view to libralise the procedure for computation of Pension. In the Government Order first read above, last pay drawn was ordered to be treated as the emolument for calculation of pension under Rule 45(2)(b). These orders were given effect from the date of issue i.e., 25-05-1998.
                         3. However, certain employees who retired prior to 25.05.1998 the approach the Andhra Pradesh Administrative Tribunal(APAT) with a prayer for extending the benefit of the said G.O. to the employees retired before 25.05.1998. The APAT in its judgment

of issue of G.O. 1st cited are entitled for arrears from 25.05.1998

                               In the reference read above, the Joint Action Committee of Employees, Teachers, Workers and Pensioners of AP, has stated that, the employees, Teachers of all categories and Pensioners residing in Visakhapatnam District were also affected by the cyclone and the properties of employees like houses, vehicles and Agricultural lands were also damaged. Therefore the Association has requested the Hon’ble C.M to grant one Month Basic Pay as “pay advance” to the employees, Teachers, Workers and Pensioners working in Visakhapatnam District. There was a convention that Government used to extend the financial support by way of pay advance during such calamities. The Pay advance will be recovered in 10 equal monthly instalments.
2. Government after careful examination of the matter, hereby order to sanction of one Month basic pay to the employees Teachers and workers and pensioners working in the Visakhapatnam District. The advance shall be recovered in 10 equal monthly instalments from the monthly salaries of the employees which
shall commence from the following month in which the advance is sanctioned. The concession is admissible up to three months from the date of issue of the orders and it will cease to be in existence thereafter. An entry has to be made in the service book of the employee regarding sanction of the advance
3. The expenditure on payment of advance under this order shall be debited to the Head of Account 7610-Loans to Government Servants etc., 800-Other Advances – SH(80)-Other Advance – 001-Other Advances.
4. The concerned Heads of Departments are requested to take necessary action accordingly.

National Best Teachers Award Application and Complete Guidelines

CONDITIONS OF ELIGIBILITY OF TEACHERS FOR CONSIDERATION FOR THE AWARDS:
Certain guidelines for selection of Teachers for National Award, 2014.
 1.Classroom teachers with at least 15 years regular teaching experience and Headmasters with 20 years of regular teaching experience and who are actually working as Teachers/Headmasters in recognized Primary / Middle / High / Higher Secondary Schools only shall be considered. Teachers who are teaching upto class VIII should be considered in the category of Primary School Teachers and those teaching Class IX to XII in the category of Secondary School Teachers. For teachers promoting integrated inclusive Education the eligibility will stand reduced from 15 years of classroom teaching experience to 10 years of service and from 20 years to 15 years, if they are to be considered for awards in respect of Inclusive Education.
2. Normally retired teachers are not eligible for the award but those teachers who have served a part of the calendar year (at least for four months i.e., up to 30th April,2012 in the year to which National Award relates) may be considered , if they fulfill all other conditions. The service rendered on re-employment
3. Teachers whose names were recommended last year or before can be considered again, if the
are still otherwise eligible and are recommended by the state Govt/ UT.
4. Educational Administrators, Inspectors of Education and the staff of the training colleges are not eligible for these awards.

5. Only those teachers having requisite years of teaching experience, as mentioned at Sl. No. (1) above, as on 31st December of the preceding year of the Award (2012) will be eligible to be considered for the award.

II. Main Considerations that should Guide the Selection of Teachers at Various Levels:

  1. Teachers’ reputation in the local community;
  2. His/Her academic efficiency and desire for its improvement.
  3. His/Her genuine interest in and love for childre; and
  4. His/Her involment in the social life of the community.
